Brooke Skaggs, Esq.

Brooke has represented individuals, families, and businesses for more than fifteen years. Her practice areas focus on Estate Planning, Real Estate, Property Management, and Business Law.

Brooke started her legal career in criminal defense gaining immediate and invaluable trial experience. In 2011, she transitioned into tax law compliance consulting for municipal securities, advising some of the nation’s largest nonprofit organizations and institutions.

Two years later, she and Jerry Warren teamed up to found Warren & Skaggs, PLLC. For more than a decade, they have represented clients throughout Florida in Landlord/Tenant law, Estate Planning, Probate, Business law, Administrative law, Civil litigation, and Family law for more than ten years. 

In 2025, Brooke was admitted to practice law in the State of Michigan, expanding the firm’s Estate Planning practice to serve Michigan clients through remote representation.

Brooke earned her Juris Doctor from the University of Florida Levin College of Law and has been a licensed attorney since 2010.

Brooke’s current admissions, certifications, and licenses:

  2. State Bar of Michigan

  3. United States District Court for the Middle and Southern Districts of Florida.

  4. United States Tax Court

  5. Florida Supreme Court–certified mediator for Family Court and County Court matters

  6. Florida-approved arbitrator.

In 2025, Brooke completed the required coursework and is a candidate for CFP® certification.

Brooke also volunteers for the Orange County Legal Aid Society’s Guardian Ad Litem program, representing children in the dependency system.

When not practicing law, Brooke can often be found kayaking on Florida’s many beautiful waterways and at local running events benefiting charities throughout Central Florida.

Jerry Warren, Esq.

For more than fifteen years, Jerry has been representing clients in matters involving Family Law, Real Estate Law, Civil Litigation, Appellate Litigation, Business Law, and Administrative Law. He has represented clients at both the state and federal levels and is known for providing practical, client-focused legal guidance tailored to each matter.

Whether representing business owners, property owners, families, or individuals, Jerry focuses on delivering results-driven legal representation. His experience spans litigation, negotiation, mediation, appellate practice, and transactional matters, giving clients the benefit of comprehensive legal insight across multiple areas of law.

Jerry maintains offices in both Northern and Central Florida. Over the course of his career, he has handled matters in courts across the state and has developed extensive experience navigating Florida’s legal system.

Prior to co-founding Warren & Skaggs, PLLC, Jerry served as General Counsel for a multi-million-dollar securities compliance company. His corporate and compliance background continues to provide valuable perspective for business owners and professional clients seeking practical legal guidance beyond the courtroom.

In 2013, Jerry partnered with Brooke Skaggs to establish Warren & Skaggs, PLLC, with the goal of building a client-focused law firm dedicated to providing accessible, high-quality legal representation throughout Florida.

Jerry graduated from the University of Florida in Gainesville, earning dual-degrees. Upon earning his bachelor degrees, he attended the Florida State University College of Law where he earned the degree of Juris Doctorate.

Jerry is admitted, licensed, and certified as follows:

  2. United States District Court for the Northern District of Florida

  3. United States District Court for the Middle District of Florida

  4. United States Tax Court

In addition to his litigation practice, Jerry is certified by the Florida Supreme Court as a County and Family Court Mediator and is also a Florida-approved arbitrator. His mediation and arbitration experience provides clients with effective alternatives to traditional litigation when appropriate, helping parties resolve disputes efficiently and cost-effectively.

Jerry has also been recognized for his commitment to public service and pro bono representation. He received the American Bar Association Military Pro Bono Project Outstanding Services Award in 2019, 2020, 2021, and 2022 for his dedication to assisting military service members.
